At the end of 2019, the NJC agreed on a recommendation of the Working Group on the Extension of NAECI 3.1(b) regarding the efficient use of working time. An NJC Guidance note that complements this new and modified section is available here for download. NaECI was established in 1981 as a working agreement for the entire mechanical engineering sector. Since then, a large number of new projects have been successfully carried out with NAECI. NAECI is not content with new construction, however, as customers at a number of large industrial facilities support the use of NAECI for their long-term repair and maintenance work, as well as for breakdowns, rotations and events. The National Agreement for the Engineering and Construction Industry 2019-2020 with more than 140 pages of relevant information for all those working in the sector: NAECI is a comprehensive and prescriptive agreement. Its strength lies in the fact that it creates a level playing field for wages, reduces exploited differences and reduces the brain drain and poaching. Nationally agreed rates of pay mean that contractors do not apply for employment on the basis of the remission of work quotas, but on the basis of the quality of the skills within their organisation, namely their engineering, design, acquisition, management and monitoring and, of course, their craft skills. The NAECI is a working agreement at the national level, derived from the collective bargaining process between the parties. Together, the signatory parties form the National Joint Council (NJC), which oversees the work of naECI. While this is a proven agreement, it is by no means a static document. It has constantly evolved to answer certain questions or changes in the market. Recent examples of the evolution of the NAECI are: the introduction of the conditional death benefit, which has eliminated the disruptive practice of sympathy breakdowns; and the introduction of NAECI “Basic”, which allows for easier touch application of the agreement with less infrastructure, which could be more attractive to customers with small new construction projects.
